PCN for being in the Congestion Charge zone a couple of minutes after it starts?

Has anyone ever got a PCN for being in the Congestion Charge zone a couple of minutes after it starts?

I have read the rules and the guidelines, but it would be helpful to hear. Thanks.

From memory you can actually call them and explain that you're not sure if you overstayed your welcome and they will actually confirm whether they have you on record - a friend did this and saved himself a day's charge when he wasn't sure if he'd strayed into 'the zone'.

Was the overstay today?

Yes. I remember they used to tell you when the zone first started, but they don't any more.
