Police car Glasgow?

Does anyone know what type of police car this is?
Totally bemused me yesterday travelling to Glasgow. In the ridiculously low speed limit of 50mph on the dual carriageway entering the bypass, I was travelling at 55mph. 'I know what an awful individual I am', as I wrecklessly do this time warp speed I approach a silver Astra with the words POLICE on the hatch. Written in orange.
I got the misses to take a photo but its really crap, I told her its her photo taking, she thinks its my phone. Thats another story.
So this Astra decides to pull out in front of me as I'm about to overtake. The Astra has a good 3 minutes of driving before it will be anywhere near ready to pass the car infront of it. It was a pure block manouvre. I then sat behind the Astra as it toddled along at 45mph in the outside lane, blocking anyone from overtaking. It was incredibly bad driving and very wierd to see.
There were no incidents in the area, the traffic was normal and the weather conditions perfect.
If it wasn't a Police car I would have been a very bad man and moved into the inside lane and cruised past at the speed limit.
Instead I had to wait until the next junction before cruising past in the slip road.
My question is, what is this car used for? There were two officers in the car in uniform. A female in the front driving and a male in the back. There were no visible flashy lights on it.

Yeah, this was a plan to increase the public perception of how many police there are out there. Quite handy, saves one having to look for the usual second aerial/number plate/discrete strobes of traditional unmarked cars (although they do still operate some genuinely unmarked cars).

They aren't driver training vehicles.
It looks like they are used as pool cars for officers. Whenever I've seen one it's always driven by an officer in uniform. They don't appear to be fitted with any blue lights either.
Incidentally, I've witnessed some questionable driving from these "unmarked" cars too.

I had the misfortune to encounter what I 'think' may have been one of these cars nearing the Junction 5 split between the M25/A21 in Kent. It was a grey Vauxhall of some description with no Police markings but appeared to have a tiny blue strobe in the centre of the roof (rear facing only - which seemed strange).
The standard of driving was diabolical as the car swerved from the outside lane across the chevrons at the last second and cut up other cars in the driver's panic to continue on the M25 (at this point the A21 continuing south uses the outer two lanes, whilst the M25 uses the inner two lanes).
I have my doubts as to whether it was a genuine police vehicle as the aforementioned rear facing strobe was in operation, but no headlamps were being used as is usually the case if they are travelling to an incident or in pursuit. Also the driving standard fell far below what should be expected of a competent driver.
