I know the mk1 was available with steelies but I've never seen them on a mk3.

It's called a hardtop I believe...Re the wheels on that car, very odd and out of place, I would say that the originals were nicked or a couple damaged and the owner put on cheaper steels instead.
IIRC in the days of the Mk1 some UK cars were deliberately down-specced with steel wheels and wind up windows (if they took anything else out, they would not be road legal!) marketing reasons and all of that.

Someone I know had one a P-plate. It was a poverty spec. 1.6 (88hp) that didn't have PAS either. They paid extra for the alloys which then got scraped. I quite liked it. 
Image taken from the first date thread. Steelies are more in keeping with the latter day homage to the Alfa Duetto, Elan, MGs and Spitfires?

I've never seen an mx-5 with (factory?) steel wheels. Apart from special editions I thought mk1's (or maybe just Euno's) came with these:

The steelies on that MX5 don't look right. As was said before, looks like a full set of space savers. I think the right set of steel wheels would look great, but these aren't those.
It does look strange, but this is how the most basic UK 1.8 models were sold - I think only the earliest mk3s, but I've seen a few - as someone above said, they also have a vinyl soft top rather than the mohair of the option pack or sport models too.
I wonder how many were actually sold, and of those how many have subsequently had alloys fitted - must be a very rare variant!
