People deliberately causing confrontation?

Leaving home this morning and heading to the end of my street (which is narrow and quite busy leading to a main rd junction) and there is an astra van parked on the junction.
This is facing the wrong way taking up almost the entire lane.
Traffic cannot get past as a result as both lanes have to use the right hand lane to turn at the junction. To add to matters, the junction is poorly sighted due to parked traffic.
As I approach there are cars trying to come my way causing severe traffic issues and meaning people having to reverse and shunt forward repeatedly.
The 2 late 20s blokes in the astramax (1 stood outside and one in drivers seat) are laughing and pointing as people nearly hit each other trying to get past.
Both of them looked like rogues and clearly loved the chaos they were causing.
Me not being a powerfully built director and already late for work I merely mouthed a few choice words to them as most seemed to be doing..
It struck me that they were just waiting for someone to remonstrate properly with them so they could start some trouble.
What would the ph response have been?

does sound odd. i doubt many lone PHers would have opened their mouths at the two dudes for fear of getting a slap or a kicked in car door etc but i wonder if they were potentially looking to carjack any vunerable looking motorist they spot in a decent car as they have to stop at the junction?
seems a real strange place to stop the van. seems like a deliberate move to to park up in that spot as even if you broke down, how would you possibly end up in that position? I cant see it.
I was going to suggest calling the police but i'm not sure what i would say to them to warrant a patrol.
anything to do with workmen waiting to start work on a drain on that side of the road? any hi viz vests in sight?

Looked like he was picking up his workmate but decided to hang about a bit and enjoy the chaos.. engine was off and they seemed to really relish the dismay of other people.
The area I live in isn't a carjack hotspot, however theres plenty of people that seem to think they can do what the hell they like.

It is of course an offence to deliberately cause obstruction on a public highway which the police could enforce if they got there in sufficient time to do anything about it.seems a real strange place to stop the van. seems like a deliberate move to to park up in that spot as even if you broke down, how would you possibly end up in that position?
