I was more confused by the definition of it as a mk4, when it's clear to me that it's a Mk3 Post Face lift Series 2, and the mk4 was a worse car.

It's not a 1.4, or it's highly unlikely to be one. The Mk6 Escort 1.4 was a 16 valve Zetec. The Mk3/4 1.4 as potentially fitted in that thing, is a CVH.
He says it's a 1.3 - again a totally different engine but this time a Kent/Valencia pushrod banger as found in loads of smaller Fords from Ka to Sierra.
Upgrading from a 1.3 to a 1.4 Zetec is a significant job. However I would guess, as he says it's visually identical which the Zetec isn't, that it's had the later incarnation of the 1.3 fitted. Sometimes known as the Endura-E and found in the Fiesta and Escort until 2002-ish. It's an upgraded and newer Kent/Valencia pushrod engine. Sometimes with 60 horsepower as opposed to 50 and a better designed engine block.
Such a conversion would cost almost nothing in parts and is a straight swap as they're essentially the same engine. The DVLA wouldn't be interested as it's not a capacity change. I one of the last 1.3s in my Fiesta and it's a good engine. A bit rough round the edges but reliable. Such a conversion makes perfect sense and is legal.
And the Escort is priced about right, if it's a clean example.
It's a Mk4, the Mk3 finished on a C reg (86) that's an F reg Mk4 and the 1.4 CVH was available on the Mk6, the smallest zetec was a 1.6.
Both CVH and Valencia were available on the Mk4 in 1.3 form depending on the trim level, a 1.3 L would be the valencia a GL would be a CVH.
The sierra was never offerd with a valencia which was FWD only, nor was it offerd with a Xflow, the 1300 sierra used a pinto.
Other than that the advertiser sounds like a 14 year old B/S ing his way through a drunken eve on the swings
So, if he has removed a 1.3 amd replaced it with a 1.4 and not told the insurance i'm pretty sure that's illegal ?

That is a series 2 post face-lift mk3 which ran from D to H and was replaced by the mk4. Fecking Mk3 escorts. I've had 2 of them, one an early W reg 1.6 GL and the other a mechanical fuel injected D reg 1.6 XR3i

Somewhere my dad has/had a mk4 series 80 brochure for the Cortina. I remember my teenage disgust when he refused to buy a capri. If that is the mk5, then he cried when they brought out the mk6 (sierra) and then cried again when they brought out the mk8 (mondeo)

cortina 80 not series 80 but lets not go there 
I have most of the 80's brochures, a Ford microfishe reader and sheets, microcat parts E catalog and all the factory manuals from my days as an escort breaker/specialist, not to mention around 100 old parts catalogs from my current job as a car parts clearance specialist (i buy old stock from the 70/80's) so i have a "bit" of referance material

The Mk lable is allways strange, in the UK we had escorts up to the Mk6 (aftermarked manufacturers lable with the smilie grill big bumper style, 95 on) in europe that call it the Mk7 and list the (UK) Mk5b (what you call the Mk4) as the Mk6

It's the same with transits, in the UK we are 1 Mk behing Europe as they had a taunus transit that they call the Mk1 and our Mk1 they call the Mk2
