This is the European elections, not Westminster, so none of those are directly in their power.Actually the EU is driving the pro-green & anti-car agenda (an ill-disguised attempt to bump us all towards socialism and a way of funding their "me too" GPS White Elephant) so UKIP are as good as any if you are against those.
And a pretty effective protest vote if you are that way inclined.

And, if VED is reduced or even removed, what will the government charge us more for, in order to fill the hole in the budget?

Brussels, the political capital of Europe, (and the US, and increasingly China) pretty much run the UK these days. Most laws and strategies are being decided abroad and then the UK is ordered to implement them. Emissions targets, major tax rates, etc. Thus, the EU elections will soon be more important than the Westminster elections. Just don't vote UKIP, Green, Labour or any other one-agenda party 
Yes, lets look at other items in the picture. And then I get reminded of an old ditty about where to place a statue of an ex prime minister and all the double standards it raised. I note that we motorists have been appeased, with a present freeze on VED and fuel duty. Perhaps the PM noticed how many VOTING car owners we have. But ,unlike even some third world countries ,this Government ( don't forget it's a mix of Tories and Liberal Demoprats) has decided that there are two types of pensioners- the able and the disabled. If you were able up till last April, then suffered mobility problems, forget it. You have to be unfit to look after yourself or a gaga, or both. If you qualify, you will get Attendance Allowance, so that you can sit at home and be attended to . No allowance for an increased quality of life by assistance to get out and about. I'd suggest that IDS hopes that we'll give up hope and fade away at home, since Hospital death rates are under scrutiny. Then we look at the record of the last lot, and possibly see why DWP has to pay out cash to pensioners to help with pensions. Those who retired and took an annuity in the past few years saw the value of their pension pot plumet. And I've not heard them shout loudly about the way disabled pensioners are treated. OH-but it's not disabled pensioners who get a raw deal with present lot. If my wife (who's under the magic age of 65) had mobility problems, then she'd qualify for help to let her be independent.
Then do I see any of the headline MPs complain about the 11% pay rise they were awarded, whilst pensioners and workers get single figure rises ( if they get one)?
And whilst one MP gets reprimanded for an expenses boo boo, she still keeps her job. Any worker claiming expenses tell me the fate of most folk who fiddle expenses - I'd say at least a final written warning.
Then locally, we got our present Tory looking to get photographed as often as possible. The Labor lot has decided that we're going to have a female candidate ,irrespective of whether there's any better candidates. I've always voted locally for the best person for the job, and since my first contact with the last MP,I was a solid defender of rights. He didn't make a lot of noise in the Commons, but he was a voters man. His backer was our local county man, backed up by two local Ward Councillors. Ten years ago this area was a place folks considered a local Beirut. Thanks to him and his backing down to local level,we got our Street back from the thugs.
So possibly with neither major party able to stand up to Europe and clamp immigration , get pensioners a fair deal, I'm possibly going to vote for UKIP.

...and, frankly, I have no idea what he's referring to with the second and third points, I think querying the VED point is fair, don't you?Even if you do believe that the European Parliament "rules" the UK, then surely voting for a party whose MEPs refuse point-blank to actually vote, regardless of whether voting one way or the other would actively benefit the UK, is counter-productive? It's a pity there's no European equivalent of TheyWorkForYou.com

A party full of nice ideas - lower tax on almost anything, assistance for business blah blah - but not actual manifesto, nor, more importantly, any indication how this will all be paid for. I'll probably vote for the first time in my life because of UKIP. I'll be voting Tory in an effort to keep UKIP out.Plus, did anybody see "Have I Got News For You"? Farage was rubbish - there's a reason party leaders don't go on there.

Which party would that be then?And there's always votewatch.eu for a list of Parties / Groups / MEPs and votes / PQs / speeches / etc
