Indicator activating foglight :S

Been noticing this alot on new VAG cars and Fiats lately when people are indicating. Whats the deal? Is it a new law on the Continent like certain countries require 24hr headlights/DRLs?
I thought it was an electrical fault at first but obviously not if its not a marque specific feature.
My only other guess is that its a safety feature to illuminate travel direction.
Anyone able to ease my curiosity?
