Can you still get an mot on chassis number alone?

I used to import a few cars from the states and before registering they required an mot certificate, so without a current registration they would be driven to the local mot station on american plates and moted on the chassis number...
Can this still be done?
I ask because a friend did exactly this today and the mot station said that the computer would not let them mot the vehicle without a registration number.
Is his correct??
not something I have heard of, but its a while since I moted anything on the chassis number and things werent as computerised as they are now.. the mot station seemed to think they might need a number from vosa to input to allow them to carry out te mot...or maybe the guy at the mot station just wasnt familiar with how you set the machine up to do the mot using the chassis number??
Anyone any clues or info he could go back to the mot station with to get it done?

My answers and suggestions in bold ; and I'd guess the person at the MoT station was an assistant rather than the Authorised Examiner, who your friend realistically needs to escalate this to when he returns Can this still be done? Yes.

pretty much what I thought,but as I haddnt doen it for a while I just wanted it confirmed before I gave him my opinion..
.he was quite insistant that the computer simply wouldnt allow him to mot it even when entering the vin.. it required a valid registration mark...
I am intending to do soemthing similar in the next few months, so the outcome was relevant to me soon..

I had an import MOT'd at my local station who hadn't done it before. Guy testing and operating the computer wasn't good with technology either. However, he had a helpline number which he called and they talked him through the process and was good to go in less than 5 minutes.
