Jonathan Dickson, 65, was unaware he still had to print out a ticket when parking for 14 minutes in a 15-minute free zone in Greater Manchester. He appealed the £75 fine to the Traffic Penalty Tribunal who quashed the ticket.
Mr Dickson said: “I have yet to find someone who understands how you could get a ticket for not displaying a parking ticket, to get 15 minutes free parking.
He is demanding £2,582 council compensation for causing him “stress and suffering”.
Duh!!! and that goes for the people he 'found'

This, we use discs in my home town for most free parking.think about it.
I kind of agree with the ticket being overturned but definitely not with the spurious compensation claim, what a tool.

I live in a town with free parking, lot of car parks still require tickets - those that do it is clearly signposted.
I am kinda surprised they even gave him the PCN money back.
I was expecting this to be a case of "look at the poor pensioner being done over by the system", actually seems the system has been unusually fair with him and now he is taking the pi$$?

Doesn't make sense printing tickets for free parking, just more bureaucracy. If people start overstaying there alloted time and it causes a problem there are plenty of quota hungry wardens to hand out tickets. If people are overstaying and doesn't cause a problem maybe the restrictions aren't needed so shouldn't be enforced.

It's a main street, and was once the A56 road south to Manchester before the town centre was bypassed (nothing to do with car parks at all - other posts refer to yer olde-worlde traffic wardens and its got nothing to do with the car park being full or not.

.I'm from Bury but exiled elsewhere in the north west now - the last time I parked on Silver Street (I normally park on a side street by the 'horse trough' adjacent Manchester Rd/Manchester Old Rd/Knowsley St junction for an hour for free), there was free parking for a short period which still required a ticket (this was a couple of years ago, and my Dentist is nearby hence my passing through the place on a regular basis)
.Regards the thread title: is this the UK's stupidest motorist? He's arguably a strong contender for "serial complainer against LAs of the year", OR (alternatively) a VERY strong competitor for "parking self-proclaimed VICTIM of the year"

And exactly who do you think walks up and down the road checking all the tickets and issuing the fines? Even with the ticket machines they obviously still have a full-time traffic warden there, so there is no cost benefit from that point of view with this system. Instead, they have to buy, install and maintain the ticket machines in addition to the traffic warden.and its got nothing to do with the car park being full or not.
I've honestly never seen anywhere where you've had to print out a ticket in a free parking zone. In my experience these are always policed by traffic wardens, and you take your chance on overstaying your allotted time on whether or not the warden passes your car twice within that time.
At worst he's guilty of not reading the signs, and then making a massive fuss over the outcome. If this really was the stupidest motorist then we could all rejoice at how safe and stress free the roads were. And then wake up from our little daydream world.
