At 7.30pm on Sunday we pulled into an on-street parking bay and encountered the following sign.
Were we allowed to park there at that time and did we need to pay?

I'd say yes, for free.

Was it St Albans?

So is parking permitted at any time and payable only during the designated times, or is parking only permitted during the designated times?

Correctamundo

Is is St Albans?
Incorrectamundo

It's either one or the other, it can't be both.

The building in the background is Lancaster Castle, so St Albans rules don't apply

Doh! Just the signs & zones similar..and you can park at any time, but only pay between times advertised.
