Can Germany Prevent UK Reg. Vehicle From Entering Country?

Bit of an odd one, and apologies in advance for not having detailed info.
OH works for trade association. They have imported a US school bus, and intended driving to Germany to attend another trade association event in Munich. When there, they were going to have it wrapped during the event as part of a publicity campaign.
It appears the German authorities have told the UK trade association (the RK) the bus can not enter Germany to emmissions regs.
Sounds bit odd to me. Does an EU country have the right to refuse entry to a vehicle registered in another EU country?

Potentially yes, if they have regs that say "buses/coaches must be Euro 4+" or something.
However I would think that this would apply to actually plying a trade in this bus not just visiting, and perhaps the reply was over enthusiastic shall we say.
I can't imagine emissions checks being made on all visiting vehicles but again if it is actually used as a "coach" then it could be.
After all, in communist France there is a driving ban for HGVs in the summer months during most of the day. So you see loads of trucks parked up in "Aires" or layby/rest areas with the drivers on folding chairs playing cards and similarly whiling away the time till sundown. Must be very safe, piloting an 18 wheeler at night rather than during daylight hours...
If it's a private vehicle not being used for hire or reward as insurers state, just visiting, perhaps this could be clarified.
