I'll happily sit corrected, but I would imagine that they would be a feature like airbags, in that you only know they're working when you set them off the way they were designed to be - crashing.
Perhaps there's a way of plugging in diagnostic equipment to test that the circuits etc are working correctly, but I doubt you could test the action without setting them off. Aren't they activated with an explosive charge like an airbag anyway?

Amazingly, I tested the ones in my Porsche 996 cabrio without actually damaging the car, save for some paint damage right on the nose of the front bumper, which polished out anyway.
Long story short, a chap pulled out in front of me, and I slithered to a halt, with a gentle 'clump' as I impacted his front wing.
His wing was bent in a bit, and I looked at my bumper, saw the barely significant damage - and as his car was an old Golf, and he worked in a pub for minimum wage, and literally started crying about his insurance going up after this and how he could barely afford it as it was - I was in a good mood, the sun was shining, and I figured I had more money than him - so I let him off and told him not to worry about it.
The bumper was peppered to hell with stonechips anyway, so would need a re-paint when I came to sell the car.
It wasn't until he had finished kissing my shoes, and I went to drive off after him, that I had a
moment, when I saw two wacking great roll-over hoops sticking up at the back!!!
Luckily, they're designed to 'jack-in-the-box' out of little hatches without causing damage, and after reading the manual, I found they can be wound back down on their ratchets, and the little covers clipped back over the top of them. Phew!

Didn't Bicky Butler Henderson's Relish set them off in a Merc on a circuit with a bit of sideways action, or a yump or something?
