Ripped off by Portuguese car recovery company...

They only had me for 100 euros but it was just the principal of it that so bloody annoying!!!
I had a Portuguese speaking friend book me a recovery truck to take a Gallardo up north. The price was agreed at 600 euros. So this morning they turned up (late), we got the car on the truck and everything translated via my friend on the phone. I told them I wouldn't need an invoice.
So it comes to pay and he basically says "oh sorry the boss on the phone yesterday was wrong, its 700 euros not 600 euros". Straight away I knew it was going to land in the drivers pocket and this was a load of nonsense. So I told him thats fine I'll go get my wallet from the other car, while I'm getting it you can write me out a receipt for the full 700 euros.
The scammer then says if I want a receipt they'll need to add vat at 23% onto the full amount. This is complete bulls
t... they can't quote private individuals a non vat inclusive price, so the 600 one should have included vat whether I was having an invoice or not.
If I had enough money on me I'd have paid VAT on the full 700 just to deprive the f

head and get the car on the road. I'll be making it clear to his boss why I'm not using his company to have the car brought back south when its ready though

No, as the price originally quoted should have been the right one - you can't quote to consumers and then add vat on unannounced. Oh well, f
