Majorca car hire. - Anywhere not do full to empty?

I see this problem is in the Daily Mail today.
Just looking at booking the hire car for our fortnight in Majorca in August. We've been dozens of times before and they always add in a full tank of fuel when you pick the car up. They ask you to bring the car back empty. We normally travel around the island a fair bit so we almost burn a full tank but some people book a car for 3 days and they have no chance of using a full tank in that time.
With cars becoming more fuel efficient and fuel becoming more expensive its becoming even more of a rip off for a lot of people.
Does anybody know any companies at Palma airport that have a full to full or similar policy?
Record do a package where you pay €65 and bring back a full tank...so you could pay twice! Stupid.
I think I've seen some companies offer full to full but they've just added the cost onto the hire instead.
Lanzarote hire car a few weeks ago was £118 for a Vauxhall Zafira and they did a 'bring it back as you find it' policy. Majorca costs significantly more. I've no idea why.

Hire a scooter, unless you have kids with you. Bit dearer than a car but a 125cc can get up the mountains and do the motorway. 50 to 60 mph but the locals respect scooter.
Got back last week and we went all over the island. Car hire is silly cheap, less than 20Euros a day for a Panda or similar,but scooter is more fun. If you worry about fuel costs we averaged over 50mpg in a Panda in Fuerta Venura earlier in the year. Including mountain climbing.

There are cheap companies out there.I rented a Nissan 7 seater in Malaga 6 weeks ago... it was €159 for a 5 day rental, including full CDW.
Had to leave a €700 deposit as I refused the optional chassis/recovery/something else insurance, and the queue to pick it up was nearly an hour long, but cheap as chips.

Used CICAR in Gran Canaria last year, was a bring-it-back-as-you-find-it policy, would look at them first in Majorca if I was going there...Sorted the car hire now. Booked a Citroen Berlingo! Bit more basic than most cars but they make a fun holiday car. Had a Fiat Doblo ten years ago and we loved it.
With two kids and a pram the Berlingo should swallow everything we need it to. Still €290 and I'm sure that we'll get the full tank of fuel charge but it's a lot cheaper than other cars.
