Box junctions.

Righty ho, a situation I witnessed quite a few times yesterday, and wondered the legal standpointt if I should get caught in the same situation.
The HC states:-
You MUST NOT enter the box until your exit road or lane is clear. However, you may enter the box and wait when you want to turn right, and are only stopped from doing so by oncoming traffic, or by other vehicles waiting to turn right.
What happened is this. Cars waiting at the lights to turn right. Oncoming traffic had one lane which crossed directly over the junction, and the left hand turn was a turn left only.
Lights went to green, the car wanting to turn right entered the box and waited until either the oncoming traffic ceased, or the green filter light came on.
Cars on the approach from the other side of the junction were turning left, on numerous occasions the road they were turning into came to a standstill.
At this point the lights changed. (This is a T junction by the way), vehicles approaching from the vertical bit of the T couldn't move because of cars stationary on the box.
Question did the car on the box committ an offence? In as much as his exit was clear when he entered it, and it's not his fault it is now blocked.
This situation with a filter lane turning left is covered in the HC.
Example.
You end up on the box, lights change, the truck coming from the right can't because your stuck on the box.

If in doubt, don't enter the box, wait to enter until the exit lane clears.Councils will look for opportunities to slap revenue cameras round yellow box junctions.
