'Traffic Survey' - or people by the road in deckchairs...

Massive deployment of them all around my town today. Every major and minor road in and out of town.
People in hi-viz jackets, sitting in chairs by the side of the road, mostly at junctions. With clipboards.
It seems to be a 24-hour thing too, because as I was at a set of lights, I saw a chap arrive and 'relieve' his oppo at 7pm.
I know they're doing 'traffic surveys', probably for the local / county council?
But - what exactly are they doing? I know they're gathering data - but what data? Or is it different data at different times of the year, or roads, or what?
For example - I was watching them watching us. They are not marking much down on the clipboards - mostly just sitting there, seemingly doing nothing. Then I saw one of them suddenly write something down. I had a look around, couldn't see anything 'different' around me, like a lorry or van, just cars. So, what had he seen in order to make a mark on his clipoard?
An explaination from someone who knows or does it would be appreciated.
And - how would one get a job doing it?

Arse. Bang to rights then Lucky they weren't checking for people perving at lightly-dressed girls whilst driving. Phew-ee, living in a University Town is very distracting!
Temporary traffic survey, generally if they're using old people then they'll just be interested in vehicle classifications (so motorbike, car, van, lorry, bus etc.) and volume.
What they forget is old people fall asleep, lose concentration, generally have a natter and just make it all up.
As such, automated traffic counters exist, but you didn't ask about those
