how cheap could a car get?

Okay, the Tata Nano exists. But it's still luxurious, really. It's got a roof, and windows, and seating for four.
We can do cheaper, surely?
Rules:
1)it has to use new compnents throughout (assume you can get them for wholesale prices).
2)it has to be legal in the UK - whether by hand-building low volumes and getting through IVA, or mass production and going through full type-approval. In the latter case assume it would sell in decent numbers (somehow).
3)it has to qualify as a car - a single human can get in and out, and control it, but do not have to provide power themselves. It must be approved as a car not a quadricycle G-Wiz thing.
You should end up with something looking a bit like a recumbent bicycle, with more wheels and an single-cylinder engine. How basic could it get whilst still getting through type approval or IVA as a car?

Suppose a lot of the expense is down to meeting regulations and fitting somewhere within customer expectations.
The Dacia Sandero is £5995, base model C1's/Aygos are pretty pared back but more expensive than the more substantial Sandero.
Base model sixties cars would show you what you could do without, Dacia must make something out of that £5995.

Interesting question and that you mention the Nano.
From what I can see whilst its cheap it's not been a success, missing targets and with the factory running way below capacity.
Could it be that even at entry level people want, and will pay for more.
In other markets this often holds true.

without any clue as to how cheap OEM parts are, ie a generic engine/gearbox, wheels, brakes, DSC modules etc, how could we comment? you'd like to think below £3k for something mass produced and REALLY basic. Think half as much again as a scooter. a lot of the components would be very similar.
This is £2,300 - a bit more than that!!!
