If this can actually be made to work, it'll solve many of the current arguments against EVs. I'm not sure what the efficiency of the ionisation process used to generate the "fuel" is, nor what sort of energy density it manages but it'd be hard pressed to be less efficient than hydrogen generation and it certainly sounds safer.
