Horse riders impersonating Police officers

So why is it that horse riders can get away with wearing those hi-vis jackets with the word polite on them and not get done for impersonating a police officer.

They are clearly impersonating police to try and get traffic to slow down and pass wide (which I do by the way).

One rule for the elite horse riders?

I've even seen a guy on a white Pan European wearing one
