ABD: How anti-car is your council?

Sorry if this has already been posted but I couldn't see it anywhere. At the bottom of the ABD's homepage is a video showing how anti-car Bristol City Council is, and an invitation to tell them how good/bad your own council is by comparison. Closing date is 31 August and there is a £200 top prize.
I thought they highlighted some "good" things in the video: barmy 30mph limits, 24-hour bus lanes without 24-hour buses, reduction of roadspace bringing road users into unnecessary conflict, etc. It is quite clear that discouraging motoring, rather than benefitting anyone else, is the central aim. The business owner also made the pertinent point that many commuters and shoppers are not in a position to be able to practically cycle or use the bus, even if you do manage to spite them so much that they no longer want to use their car. It seems that some would rather have empty shops and offices than pass up the opportunity to control others and impose their "morals" on them.
Deliberately ruining the A4 and the end of the M32 seems particularly mean-spirited. Why do so many unrepresentative nutcases get to run our councils? Is it because most reasonable people don't want to do it?

That doesn't begin to touch on the magnitude of concurrent issues that plague the road users in Bristol.

te public transport. Anyone else noticed that from the Cabot Circus end of the M32 the speed limit is 30mph to the Junction 3 exit and now the speed limit from there has been reduced from 60mph to 40mph until after the Junction 2 (Ikea turn)?
Cropped up about a week ago, and a number of the street lamps have been cut down.
They have resurfaced the very bumpy St Johns Road in Bedminster and have simply laid stones over the bumpy surface, guess what its still bumpy!
