Disabled to plg VED

Someone I know has bought a secondhand car that is zero ved rated as it's currently registered disabled.
With the closure of local DVLA offices, I guess they have to sent the V5 etc to Swansea to change it to PLG.
Are they in theory breaking the law driving it now, or is there some leeway whilst the paperwork is being processed?

All you need to do is go to the local post office and tax the car. The post office can now change the taxation class and send the V5 off to Swansea.
