Old type paper driving licence

I recently moved house and picked up a form to change address from the post office, am I right in saying that I cannot simply have an address change but have to have one of the new type licences with a photo and pay £20 for the privilege ?

Yes, you have to have a photo licence, even if you're just updating details. DVLA just odon't issue paper only licences any more, and haven't for quite a few years now.

If you have a passport the DVLA can access your signature and photo online and it costs nothing, saves the hassle of getting new pictures.
