Looking at the latest 'city cars' as a second car for short trips with small dimensions and decent fuel economy.

Trouble is, very occasionally I'll have to take 3 (small but out of car seats) kids in the back.

Usual suspects like VW Up!, Citroen c1 / c2, etc. all seem to have only 2 rear seatbelts.

So, anyone know what's the smallest (shortest) car that can seat 5?

Some models have both choices, i.e. some variants having 2 seat belts in the back and some having 3.
It is typically the "eco" models which have only 2.
Hyundai i10 and Kia Picanto are 2 models guilty of this confusion. Browse a few Picanto ads and you'll see what I mean.

Smallest I know though is the Matiz, which has 3 in the back on (I think) all models.

Pretty sure my mate's C1 has three three-point belts in the back... Maybe I'm remembering wrong?

Wrong-they've only got two.

It does, and a sliding rear seat (at least in the 5dr) so it can have massive rear legroom.

But it's a size up from the cars the OP is looking at and they don't make it anymore. P/X'd the one we had in the family yesterday and the dealer stole it off us for £1200.

My wife has a Peradua Myvi for round town, cheap and that has 3 seat belts in the back, was part of the reason she bought it as it was good for the school run with daughter and freinds.

Worth checking the 3 and 5 door versions and whether "third rear seatbelt" appears on the options list- I have a sneaking suspicion some FIAT pandas used to have this.

Our Panda has 3 seat belts in the back. Was an option though. The Mii/Citigo are only 2 belts in the back which ruled them out unfortunately.

The Audi A2 came with 4 seats as standard but an extra rear seat was an option. Rather older than you may have had in mind but as frugal as many much newer cars.

I think my parents' Picanto has three three-point seatbelts in the back. It's not a particularly high-spec one, a "2" I think.

Any car built before 1988 has no requirement for rear seatbelts to be fitted so I suspect that is going to give the best options in terms of exterior size. 3 in the back of a Mini would really be pushing it but is possible, perhaps a Austin/Morris 1100. There must be loads of others, but I just don't have much knowledge which would actually fit 3 children in the back.

How does that work with baby seats? Do you still have to put the baby in their seat but not strap the seat into the car? hehe
