No filler will work properly, it won't adhere strongly to the PU and crack again asap.
However any plastic bumper repair outfit will sort that out easily, they plastic weld using the same material as the bumper is made from.
But this will leave a rough finish with damaged paint and the whole bumper would still need respraying.
If that is not what you wanted to hear, unfortunately nothing will repair that crack and make it invisible without necessitating a respray. If you don't mind the crack still being evident and just want to close it up you could use epoxy (araldite as good as any) and some fibreglass matting from the rear, but scuff the area very well so that you get some form of adhesion, though I will have to say that in the long term the epoxy is likely to let go all the same. PU is very hard to get anything to stick to it.
