Reading the new V317 (as of June) it would appear this is possible. The only bit im hazy on is in the registered keepers details do I put myself OR the new owner?

ie. do I put the buyer as the 'new keeper' on the V5C AND the V5C/2, then fill out the V317 with his details under the 'Registered keeper’s details' and mine as the 'Grantee’s details' and enclose a postal order to put the plate on retention and the V5C/2?

I'm not convinced anything has changed.

The issue still seems to be waiting for the new registration document before parting with the car if you want to be sure the plate isn't going to end up in the buyer's hands. You also need some paperwork from DVLA so you can buy the new numberplates for your car.
