M6 J4 roadworks changes - an accident waiting to happen

For a considerable distance prior to J4 of the M6 in both directions, there are signs stating that the inside lane is for J4 only. The speed limit through the roadworks there is 40mph.

I've been through there 4 times this week, and seen drivers lock up and sit stationary indicating right until someone's let them back into the running lanes, or just force their way back in without reducing speed. Today, I saw someone who'd realised his error, and use some common sense - he carried on up the slip road and back down the other side.

It's a nightmare at the moment, compounded today by illegal immigrants being escorted from a lorry at 10A, then a pretty impressive accident on the M5 between 1 and 2 this afternoon.

I'm pretty sure it's only a matter of time befor there's a big accident at J4, either way. Is there any way to make drivers pay more attention to what's going on around them?
