Small patch of bumper lacquer is lifting. Are smart repairs any good, or will they make it worse?

Like anything in life, you get good and bad.

I work in the wheel refurb industry and some of the work we see is shocking, same with smart repairs.

I know/deal with about 10 smart repair companies, there are only 2 that I'd let loose on my own car, and I own one of those, lol.

I work on the theory that if the customer is not happy with work then they don't have to pay, I've never not been paid in 14 yrs in the trade so must be doing something right.

Now all you need to do is find someone in your neck of the woods.

Original paint/lacquer doesn't lift.
The chances are that it's been poorly previously repaired - either bodyshop or smart.
Depending on how far the previous repair/respray extends will determine whether it should be done or smart or bodyshop.
If it's a failed smart repair then a reputable smart repairer should be able to strip it back and repair.
But it might be one area of a completely repaired bumper that's failing - in which case repairing the failing area might only be a quick fix till the rest starts coming off.

Best thing to do is get a reputable (personally time established in the trade) smart repairer to have a look and take it to a decent independent bodyshop.
From the answers you get from them it should steer you in the right direction

That's a point, thanks.

Can't water get under a chip and eventually lift the lacquer?

Yes, I believe it can.
