Re-registering scrapped cars

I once registered a car as scrapped that I was about to break for parts... 3 months later it was still sat around on the drive with only a few odds and ends missing. I put it back together, called up the DVLA and for a small fee they sent me out a new V5 to continue using the car once it was retaxed.
This was probably around 8 years ago now though so things may have changed since.

In theory it should be impossible because you are only supposed to notify once the car HAS BEEN scrapped.
It's to prevent cars ID being used on stolen cars.
I expect the poster above got around it as HE was the registered keeper, HE informed them it was scrapped and HE requested a new V5.
At best I'd expect a VIC check (check to confirm ID of vehicle as many badly damaged cars have to have)

Also, DLVA will only class as scrapped if a registered scrappy tells them.
I had an issue with a car i chopped up and weighed in (don't see why the scrappy guys should have all the fun

i sent a letter off to the DVLA with some pics, but they declined to register it as scrapped, so it will have to stay sorned till i die!

Anyone take a guess?

One of the girls at work called a registered scrap man who duly turned up and took her Smart away as the engine was shot.
She sent the V5 off stated it was scrapped.
About a fortnight after it was taken away she saw her old 'scrapped' car whizzing around. We're wondering if the new owner will have a hard time trying to registering it
