What I'm thinking is four small, sprung, V-shaped ploughs as wide as needed to do the job at average car speeds with an average tyre, and as tall as practical. They're fitted in front of the tyres, and move with the angle, and level, of the invididual tyres. By being in a position a few mm above the bottom of the tyre they don't wear too fast, and in front of it they force some deep standing water (and snow) around the tyre.
Surely this would help it grip better than it would have otherwise? I'm trying to think of what I've missed, as clearly this is a mad idea doomed to be ridiculed, with many obvious drawbacks?! However other than your car suddenly looking weird, I'd genuinely like to know just how mad you think my idea is?!

Too prone to damage and not effective would be my guess.

Here's a fast car racing on snow,

Lets see if we can work out why modern cars are crap in more than an 1/8th of an inch of snow.

I'm sure someone actually tried to sell these on ebay a while ago. They were pretty terrible.

What happens when a car fitted with these tries to go over a speed hump?

When your average Joe won't even consider buying winter tyres, I don't think four mini snowploughs will be a massive hit tbh!

Been done by someone here (I think) years ago. He had videos up on Youtube, but I can't find them now.

They didn't work very well.

You can always get one of these...

That's what I was thinking it would look and work like, although shortly after posting I thought it could have a detachable attachment for deep rain or deep snow. I'm amazed that somebody madder than me got them patented, manufactured and sold them!
Thanks for posting. smile

Mini flamethrowers attached to the front wheels would be better.
