Inconsiderate drivers, do they deserve it?

Obviously a picture from a country that isn't as good as England but I'm sure we can all still relate, this driver parked in a "no parking area" in front of a fire hydrant and ended up with their windows smashed when it had to be used.
Here's a woman driver (typical) in Nottingham who parked on tram lines to get a coffee leaving frustrated tram passengers to pick up her car and move it, she received a round of sarcastic applause as she returned to her car.
As drivers we are kings of the road, so should we be able to do what we want or should we face the consequences (and by we I mean drivers who aren't as good as me- I have the Pass plus qualification to prove my superior driving skills).
