Had a lightbulb moment last night while stuck at behind someone blocking the overtaking lane in a 2 lane avg speed camera section.

Each average speed camera system records at least:

  • vehicle reg
  • lane (typically 1 lane per camera)
  • time
And those records are generated at each camera. From that data, we can detect vehicles in an overtaking lane, who haven't overtaken a car since the last camera. There's an entirely reasonable space between cameras for even the most gutless of vehicles to get past something in the driving lane ahead.

It would get more value out of our spending on these systems?

doesnt really take into account what each car is doing in between the locations of the two cameras.

what if between the two cameras a car from the overtaking lane moved back to the left, then moved again out into the overtaking lane just before past the 2nd camera?

There's a fundamental flaw in your thought process.

The average speed of the over taker would still be higher than the average speed of the driving lane = no ticket. Although, if by camera #3 there's still no overtake - ticket goes out.
