What is this guy doing?

I keep driving past a man, stood on a bridge, near Tibshelf services.

Despite being a normal road, and pedestrian bridge, he is wearing a hi viz jacket, ear defenders, and a hard hat.

On the back of the Jacket is printed the word "warden", and he is using a camera, to take pictures of vehicles on the motorway.

Anyone know what he is up to?

Probably a retired old man with nothing better to do than to look like a mobile speed camera.
