Factory seatbelts removed and two harnesses instead of. Welded in bar for harness mounts.

Should be fine if the bar is welded in, and the harnesses fitted correctly.

Is it just welded to an unmodified b pillar ?

Without proper hard point (ie cage) that bar is useless.

Yes and drivers airbag. There was a warning light but I've removed it.

Rather than ask all of us assorted PH piss heads, schoolboys, general know it all clowns, and my own category, old farts who don't really give a fk, it might be easier and more enlightening to pop down to your local council run MOT station and ask them

From 2012, info states -

Supplementary restraints. The vehicle will fail the test if any airbag fitted as original equipment is obviously missing or defective. A seatbelt pre-tensioner fitted as original equipment but missing or that has obviously deployed will be a reason for failure.

So going by the above, i wouldnt worry too much about the harness brace being the only cause for concern.

It's over-riden if vehicles have obviously been modified for competition use anyway, so if it's a rally car you'll get away with the harnesses and airbag light....if not, hope your tester is friendly.

As the car is modified to no longer require an airbag it should in theory pass if the tester decides it all looks safe.

I'm also unsure on the placement of that harness bar though!

Whether MOT passable or not, the removal of the original designed safety features and then only having a horizontal bar welded across the shell without a properly designed and triangulated roll cage with proper harness mounts would put me off even gettin into it....

I agree with you. Looking at the picture again, it really looks as if it's bolted or welded directly onto the b pillar !

While strongish, it's not going to be good enough to retain the harness's properly without deflecting..

All in all, it needs a properly designed mounting, which really means at least a half cage, with all the danger of hitting your head on bars in a roll.

AFAIK the adjustability of a seat is not a requirement, but that if fitted, an adjuster works. Other than annoying the tester, my car passed MOTs for years with fixed seats and harnesses. However, it was plainly modified for competition.

With the SRS components removed, it should fail the MOT unless it's a competition rally car, which it's obviously not as it hasn't got a roll cage.
