Unusual police(?) SUV on M3

I was on the M3 south earlier in the week and saw a fast approaching set of small blues and alternating headlights, what passed was very odd - a scruffy looking 62reg flat-black big SUV(think Nissan Patrol type) with blacked out windows, lots of discrete blue strobes in the lights and bumpers and sitting very low as if well loaded. Any ideas who that mob were?

Wasn't the Jankel was it?





The Jankel is a counter terrosim vechicle.

The CTSFO's also have Sprinter vans with ladders on the sides (they look a bit like double glazing vans with the mirrors on the side)
