Undermarked convoy on M4, what could it be?

Today on the m4 I was passed by a strange convy, all had strobes in the front grills red and blue, rear windows and lights, plus a standard police siren.

All where black except one,

There was a CLA250 shooting break, a previous gen E63 estate, a debadged E63 saloon, a grey Audi RS6 Avant, a black A6 saloon, a New shape 2x BMW X3 and a GLE63 AMG

All where in the outside lane and doing about 85mph around Newport

Could be diplomatic? Close Protection in the more normal vehicles? I've seen a few of these on the M4 heading to London at 100mph in the outside lane - so close together that nobody could get in between them .....
