Ahhh the good old 'Catch all zone' absolute tossers of the highest order. Virtually blocking all access from NE Cheshire to the M56,M60, M61 M62 etc unless you go via Knutsford or pay a £10 charge for about a 6 year old van or £60 for an older truck. You will also probably see these signs being put up too.

I've answered my own question now ANPR has been mentioned - yes it is an emissions zone anpr camera, one of 850+ cameras to be fitted within Greater Manchester. I can't find anything that suggests they can be used for speed enforcement. Oh joy. They're presumably green, carbon neutral, solar powered and completely recyclable too
