Zooming in to read a blurry plate

A runaway driver hit my parked car and didn’t want to hang around. I’d very much like to catch them but running out of options.
I have 1080p video footage caught on my Garmin 45 dashcam however there was some rain on the screen, so the plate is distorted and can’t be read.
Is there any kind of software I can download which can zoom into video and make the shot clearer (a bit like they do on the movies) or does this not really exist?

Could you not post the pic up here with thumbsnal and see if anyone else xan work it out. They msy be able to tell you what the car is too.
Then with hppefully the right number plate check the plate on something like halfords or mot checker websites and it will tell you if the car and plate match.

Possibly, but the rain will have distorted the first image so I doubt that's going to be readable, you can barely even see the yellow of the plate, and the car would have been moving too fast to get an unblurred image on the other images.If you can get the raw footage to someone they might be able to piece together a reg plate by getting viewable fragments from a few different frames, but even then is that going to be enough evidence for the Tesla's insurance company, they'd likely challenge it as inconclusive.
Best bet might be to see if there are any other cameras along that route that you might be able to get footage from for that date/time. Once the car's identified and the owner located by the Police the Tesla could be checked for damage that correlates with your car (eg. paint transfer)?

If you can make out just a few of the letters. One option is to go onto the DVLA website for checking MOT and Tax and keep on trying different letters until you get a match for the make and model of the car.

I suspect they would not divulge that sort of info to a member of the public. The police maybe, sand then the police would likely only do that sort of investigation in the case of a more serious crime (e.g. car bumped into/injured someone, other crimes etc.)Maybe a neighbour has cctv?
Knocked on every neighbours door around who has cameras, it’s surprising how unhelpful people actually are when a stranger knocks on their door.
I don’t have the actual video of the bottom 2 pictures, just my phone recording it from the persons pc screen as they are unwilling to give me the actual footage. So because it’s my phone recording footage from a screen, does this make it even more impossible?
