CCTV Camera Cars

Hi all,
Had one on the main road just pulling out of my estate this morning caught me by suprise to see a white toyota aygo with 3 metre pole with a camera on top labelled "CCTV".
Are they for speeding at all?
Theres a school around the corner however the road in which it was stopped on wasnt near the school infact theres no parking restrictions other than two bus stops near where it was stopped.

That's what I was thinking must be for the bus stop just up the road, the cheeky sod was hidden behind a work van and had the camera popping over the other side watching the bus stop...Time to bump a thread.
So I blew past one of these the other day in a 30 mph zone on a quiet industrial estate on a Saturday morning, as it was causing a queue of dawdlers (I think it was trying to snap an illegally parked car).
Is there any chance it could now do me (possibly dangerous or careless driving?) or are they solely for parking and non-endorsable traffic offences?

I can't think of any laws that say you can't tie the top of one of these mobile camera poles to the nearest lamp post using a very strong length of rope or webbing. So when they try to retract the camera or drive away, they can't. Cutting your rope would be criminal damage, so they wouldn't be able to remove it without a court order.
