Emissions based charges per hour for parking

Noticed this sign for the first time today and wondered is this legally enforceable?

Not sure how well thought out this is as it doesn't take into account how many passengers in the car and also how many miles travelled to park.
How many people will know what band their car is in off the top of their head? Most will just chance it on the lowest band I'd have thought.

I would imagine it will be legal, as a land owner can set out their rules as they wish, you have no obligation to accept them / park there.
I would assume the parking machine will look up the appropriate category after you enter your reg plate, so I would assume the user won't have to know this.
That said, I don't like it or the precedent. I think a number of London residents parking permits are now like this so precedent is already there I suppose.

Islington also charge for petrol and diesel vehicles:
Petrol Surcharge on Short Stay Parking
From April 2021, in line with the Council’s Net Zero Carbon aims, petrol and petrol hybrid vehicles will be subject to a surcharge on top of the standard tariff. The surcharge will vary with the Co2 emissions produced by your vehicle, the higher the emissions and higher the fuel surcharge.
Petrol fuel surcharge Surcharge per hour
1-185g/km CO2 £1.00
186-225g/km CO2 £2.00
Over 226g/km CO2 £3.00
Diesel Surcharge on Short Stay Parking
From April 2021, an additional charge of £5 per hour will apply to all diesel vehicles paying for short stay parking in Islington. This is to help reduce harmful emissions and improve air quality in Islington. Find out more on diesel surcharge.

Once had to visit a Citibank office down there. Stepped off the train into a pile of vomit on the platform, there was a crazy bloke shouting about something further down the platform and everyone else looked lost or suicidal. Got back on a train to London.

If anything, surely charges should be based on the size of the vehicle, not its emissions.
They can base it on whatever they want, it's their car park! They could charge more for blue cars if they wanted to.

Also what if you drive an import which doesn't have emissions recorded?
