Brand new car defect, will it rust?
Discussion
Without wanting to state the obvious, but to your question of will it rust - is this damage definitely on a metal (steel) panel, as opposed to some kind of plastic / fibreglass / aluminum panel? If unsure, you could use a magnet to test - if it sticks it is steel and will therefore (eventually, assuming some level of galvanization) rust.
Also - do you expect to keep the car beyond the anti perforation warranty, which is normally much longer than the normal warranty?
I'd definitely want it fixed myself, but on the surface an offer to paint it seems reasonable to me... (for all you know there could have been other marks they have corrected before delivery that you'd never know about at this stage).

That is a weird looking blob.
Is it damage? Or is it underneath a coat of clear lacquer?
If it's underneath the lacquer then I guess it wont rust.
I'd not be happy with it either, but with such a long wait with many new cars I'd probably accept the compensation and get it done at a bodyshop that I knew would do a top job.
Although they need to offer you more than £200 if it's a rear quarter panel.
