Assigning personal plate?

I am trying to assign a personal plate that i have bought onto my car. However whenever i try to do it online, it says i have to complete the V750 and post it along with the V5C to Swansea.
Not sure why it won't let me do it online?
But on the V750 it has the company i bought the plate off as the Purchaser, who has also signed the purchaser section in section 1 ("assigning this vehicle registration number")
So is all i need to do put the current registration plate in the box? where do i find the validation character?
Do i also need to fill in section 2 (nominee details) and section 3 (change of address)?
Cheers for any help, as only ever done it online before.
