Caravans "On Tow" with no number plates

Tonight I passed a convoy of caravans bring pulled by various white vans and large 4x4. None had number plates displayed on the caravans, though every one had an "On Tow" plate at the rear.
Is this the latest wheeze to avoid charges when passing through ULEZ areas?
