Glass Check Book and DVLA Help

Does anyone have access to the Glass Check book please and may be able to help me.

My car is a Mk1 Golf Gti on a Y reg. It was registered 1st January 1983 and was build Nov 1982 but DVLA have it manufactured on 31/12/1983. Obviously, this can not be correct but DVLA require a whole host of proof but of the ones they will accept are a certificate from VW which can take up to 8 weeks and in the meantime I'm racking up ULEZ and Congestion Charge fines or "An extract from the Glass Check Book. This is a guide to production dates which includes chassis numbers; these were only available to the motor trade via a subscription"

Does anyone know what this is and are able to have a look for me please?
