what to do with retention cert

My uncle died four years ago and all his assets have been sold passed on etc. Sorting through a old box of photos I came across a retention doc for my grand fathers car registration plate.None of relatives are interested in the plate, not particularly expensive. Just thought might be more nice to put it our second car.

Seeing that it's in his name what's the procedure to get the plate transferred or allocated to a car ?
