My Mother in Law has typically had a car insurance policy that covers anyone over 25 to drive her car but her current insurer isnt offering it.

I had a quick Google and it looks like its not something thats widely offered these days, not for individuals anyway.

She has a driver for certain long tips so he needs to be insured, her three children and their partners may use her car, her brother may need to use it and also some of her grandchildren. So its potentially quite a few people who could use it, more than you can really add as named drivers. Its just easier to do a blanket over 25, so does anyone have any recommendations of companies who do this kind of cover ?

'Any Driver' is now quite rare in the general market, but still quite common in the high net worth and specialist areas. As she has a driver, guess she may well be in the high net worth bracket, so the likes of Chubb Masterpiece might be useful - perhaps insuring alongside her house. Would talk to a decent broker.

What about temp. insurance as-and-when needed?

https://www.veygo.com/

Used this a couple of time to provide cover for my nephew out in my car when he was learning.

This.
Others that also offer it include ZPC (Zurich ) and Aviva PC.
But none will be cheap and usually only available via one of their brokers.
