This is one of those non-stories the press reel out every so often to get some attention. Or perhaps it's Lewis.

This is one of those subjects syndicated at regular intervals by local media groups e..g 'Drivers in xxxxshire face fines of up to £XXXX if they don't do this.' It's another example of lazy journalism like ratings of local chippies or these are the best GP surgeries - 'news' reporting done without lifting their arses from their chairs.
