Help with car keeper and possible PCN

I bought my first car 1 year ago, I got the vehicle taxed and insured and off I went "happy days". The MOT was up after 5 months but I have looked after it well and it passed.
Last week the Road Tax was up and I received an email saying it wasn't renewed, I contacted the DVLA and attempted to pay over the phone but I was told I can't pay for the Road Tax as I am not the registered keeper. After faffing about for many more hours I found out the previous owner has messed up informing the DVLA of the change of ownership and all the details are wrong.
I've been informed to fill out a V62 to rectify the problem but I am now very worried as I cant declare the car as SORN (as I'm not the owner), it has no Road Tax and it's sitting outside on the road (unfortunately, I dont have access to keep it off road anywhere).
I am also really worried as I know in the past year I have driven through a couple of "no motor vehicle" restrictions as I live in Hackney London (probably the worst anti driver council in the UK) and it's almost impossible to drive anywhere without being caught using a restricted road... will these PCN find their way to me if I fill out the V62? If yes, would it be easier to scrap the car (value just under £1k) as I'm terrified how much the Council is going to want from me

If so the take a completed V62 to a post office and get the car taxed and the registered keeper corrected at the same time.

I have my invoice of sale and the new keeper slip which I thought at the time was all I needed (I've only learnt in the last couple of weeks I've been driving a car unregistered to me) so I taxed and insured the car at the dealership I bought it from. I dont know how the details of ownership where messed up as the DVLA cant release the information but told me the name and address are completely wrong.
I'm planning to head to the Post Office to sort out this mess, I now know I should have contacted the DVLA to get the V5C but I thought the new keeper slip was it (it does say V5C/2 in the corner) I will do the V62 but will this result in me being fined for having the car on a street for almost 2 weeks untaxed and if my plate was read earlier in the year will I receive the PCN now at its maximum as it wasn't paid within a certain timeframe?
I feel letdown and disappointed in myself and worried I'm now going to end up paying charges I honestly cant afford due to this mistake.

Do a V62 asap and I’d be going back to the dealer and complaining if they were supposed to do it. Do you still have the dealer invoice showing you paid them for the tax for last year when you bought the car? That’d cover you if dvla chase you I would expect. Yes, I have all the paperwork; New Keeper slip (which has the correct details), invoice (no errors), both MOTs (the one valid during sale & I had done) andit did have insurance. Unfortunately my policy has now been cancelled. I got an email from them informing of this and there's no road tax.... the past couple of weeks have been fun!
Naturally I have not touched the car since being told by the DVLA it now doesn't have Road Tax and my insurance provider said it's not continuing with my policy and it has been cancelled... that wasnt instant, I had a few days but is now void. Gosh, I regret buying a car at Christmas 🤣

What was the reason for your insurance company cancelling your policy? I don’t want to add to your woes but I share the above thought. Appreciate you have other things to also sort but you don’t want the complication of saying “yes “ for the next 5 years when asked the question for insurance quotes.
I would be trying really hard to get said insurance reinstated somehow.
