Year manufactured vs. first reg on import

Hello,
I am about to buy a car from a dealer and ran a check on the plate and got really confused.
The car is a 1976 Porsche 911. It was imported from the US (originally a US car) in 2018 and registered in the UK then, before it underwent a complete nuts and bolts restomod.
Although the car has been issued a period correct suffix “P” plate, I don’t understand why the V5 shows a first registration date of 2018. My understanding (and previous experience of import) is that it should match the date of first registration in its country of origin?
The problem with a first registration date of 2018, is that the car is therefore not ULEZ exempt, although it should be, given its over 40y/o and qualifies as a classic. It should also be road tax free.
As I live within the ULEZ zone, it is a real a problem.
Interestingly, my insurance company is showing the car being a 1976 car.
Is there a way to convince the DVLA my car first registration is 1976 and not 2018? Or am I wasting my time? What should I do?
I really like that car as it’s really the specs (and price) I am looking for.

First date of registration anywhere is the date that should be used.
The V5C should also show first UK registration date.

I had an imported Honda a while ago, whilst it was a 2003 the first reg was 2008.
I think it maybe down to previous documents.
You should have, "first yeah of registration" and below "first year of registration in the UK".
If the vehicle was imported with documents that showed previous owners or an American V5 which were sent to DVLA with the registration application your "first year of registration" will show the correct American year.
If, like so many, the vehicle was imported with no original documents and only the NOVA tax form, proof of year of manufacture and application form were sent the DVLA will not know when it was first sold so both "first yeah of registration" and "first year of registration in the UK" will be the same date as first registered in UK.
This is my best guess looking at my own V5s for vehicles I have registered and knowing what documents I sent.

It shows year of manufacture, year of first registration and year of first UK registration. All 3 are on the V5C.
If the car had an SVA/IVA it also lists when that was.

Mine in the special notes says it was Declared manufactured 1951 and I have a taxation class as historic but the dates of first registration and first registration in the U.K. are 01/02/2024
