It sends a message to criminals that the police will seize their assets.

Strathclyde Police did the same thing but then their car park was firebombed twice by the owners of the deceased gangster it previously belonged to and officers feared using the car in case they got attacked. The car was sold a few months later, which apparently was the intention before the intimidation the police received for using it.

When they give you your speeding ticket or whatever they give it to you with a stick and they quickly yoink it away a few times, then trick you into taking the whole blank ticket book, take that back, give you their handkerchief, take that back, give you someone elses ticket then take that back........
