Identify this numberplate?

I spotted this plate at the weekend (same front and rear incidentally).



Any good ideas on what, why or where it originates?

Is the sticker in the window the Devon flag?
And does it say 'All rights reserved' bottom of the plate?

Yep, that's correct - it was spotted in Exeter, Devon, so no massive surprise there... but I can't believe you'd get far these days without getting pulled over and fined?

Is it a sticker? The corners look too sharp and possible yellow bleed on the lower edge?

The "speed camera defeating" B&W rectangles.
The "all rights reserved" bit is interesting - I'll bet that they'll attempt to claim that you haven't been given their permission to copy and make use of the image, or similar utter horsest.

edit - that bit below the crest looks like a Post Office parcel tracking number.

Anyone care to take a guess how long the driver manages to trundle about in that for before plod removes them from the vehicle?

I'm guessing a couple of weeks, and that the remains of the window will still be up while the driver is extricated through it.

A bit of googling reveals the black and white flag is a marshal's flag that denotes poor driving and warning before black flag.

Any ideas on the crest?

All looks dodgy to me anyhow.
